    I urge every patient who has a primary and secondary insurance plan to check if they are responsible for paying a copay on both their primary and secondary plans. Be careful, because the staff at Pulmonary and Intensive Care Specialists of NJ has little regard for their legal obligation to comply with the contract they have with participating insurance companies… They WILL try to collect more than what they are legally allowed to. On my first visit to the office, the staff insisted that I pay a copay on both my primary and secondary plans. --- I've been to many doctors, while having the same insurance plans I have now, and each office was very familiar with the primary and secondary billing procedures. Therefore, I was NEVER asked to pay a copay on my secondary insurance in addition to my primary coverage.--- So I called my insurance company while in the waiting room and asked the agent to speak directly with the doctor's billing staff. The insurance agent confirmed that I am NOT responsible for paying a copay on my secondary insurance plan. This should have resolved the issue, but for some irrational reason it didn't... On my second, and last, visit to this practice the same exact situation happened again! The staff asked me to pay a copay on my secondary insurance plan. Bewildered by the glaring incompetence, I called the on-site billing department and asked why they didn't make a note in my chart indicating that they spoke to my insurance company and received proof that I am NOT to pay a copay on my secondary insurance. The billing staff simply refused to make the notation. I was honestly quite confused as to why they were having so much difficulty with such a standard procedure. Plus, at this point, they had two concrete forms of proof that I am not to pay that copay... 1) they spoke directly with my insurance company and, 2) they even received the explanation of benefits from my first visit (a month earlier) that clearly indicated no copay was to be collected. There's no excuse for this, there's no subjectivity involved, it's simply a matter of complying with the laws of the insurance companies they participate with. After this, Dr. David Fischler, who although is definitely a very kind, caring, and competant doctor, had the audacity to call me and accuse me of verbally harassing his staff! In fact, when I first saw that he left a voicemail I thought that he was calling to apologize on behalf of his staff for giving me such a hassle. Dr. Fischler's response was impetuous, and he was discernibly ill-informed of what had transpired between his staff and I. Even still, I do admit I was furious by the staff's repeated incompetence and disregard for their legal obligation to not charge more than an insurance company allows, and my tone absolutely reflected how agitated I was... but to hastily accuse me of verbally harassing his staff, while he was ignoring the violations that were going on right under his nose? Ultimately, this reeks of insurance fraud. There are certain plans (usually insurance company specific) where an individual has primary and secondary coverage and they are responsible for paying a co-pay on both the primary and secondary plans… But there are virtually an equal number of instances where an individual has primary and secondary coverage the exact way mine is set up. Why was the billing staff so confused? Why were they so unfamiliar with a primary and secondary insurance structure like I have? It makes no sense that I would be their first patient, out of thousands and thousands of patients across New Jersey who have the same plan structure as I do. It definitely suggests that they have collected a ton of secondary co-pays, from a ton of patients, who are not as familiar with their insurance plans. So I urge anyone with primary and secondary coverage who uses this practice, to check with their insurance company to confirm if they are or are not responsible for paying their secondary copay... because regardless, the staff will insist that you pay it.
